[[Donald Carr]] was writing a biography of [[Elliot Richardson]]. He served with [[William Bradford Reynolds]] in the [[Edwin Meese]] and [[Richard Thornburgh]] [[United States Department of Justice|Justice Departments]] as a Republican political appointee. In 2005, Carr showed [[William Bradford Reynolds]] a document dated May 16, 1985, which Reynolds authenticated.
