[[Bill McCoy]] was a retired Chief Warrant Officer from the [[United States Army Criminal Investigation Division|U.S. Army's Criminal Investigation Division]]. He became involved in the [[Danny Casolaro]] investigation of the [[PROMIS]] software. McCoy obtained [[Federal Bureau of Investigation|FBI]] wiretap affidavits from [[Peter Zokosky]] on January 17, 1991, and subsequently provided them to [[Danny Casolaro]].
